Leaking Underground Storage Tanks are underground tanks which have been identified as leaking through either owner notification, inspection, or real estate transactions. These tanks are often referred to as active(they have not yet been cleaned up or investigated completely) or inactive (they have been investigated and are no longer being investigated for clean up). In the East St. Louis community three leaking Underground Storage Tanks have been reported:

1. They must be a manufacturing facility
2. They must have at least ten full-time workers.
3. They must either manufacture or process more than
25,000 pounds of the chemical or
or use more than 10,000 pounds
during the year.
4. The chemical must be on the TRI list of 350 specific
toxic chemicals or chemical
categories.
