St. Louis Action Research Project - Alta Sita Neighborhood

During the 1950's and 1960's, urban
and regional planning emerged as a bureaucratic machine geared to control
the consequences of economic and demographic growth. This occurred without
much consideration given to the environmental ramifications of such actions.
The role of the planner today must change in areas such as East St. Louis,
where growth is not expected or assured. The community must concern itself
with the quality of life within its core, rather than plan for expansion.
There is a unique opportunity to restore the balance between nature and
human culture in such areas.
