Here we have the sharing of the work between all three of the departments involved in the East St. Louis Project. |

Much of the work done in the short term projects is done by the neighborhood and the university. With little involvement of the city. |

As the smaller projects are done and more and more is done by the neighborhood is able to get the city to do more because of the political pressure they are able to now put on the city. |

By this point the neighborhood and the university is mostly only involved in the planning of the projects while the city takes on the bulk of the work load. |
