ALTERNATIVE LAND USES FOR URBAN FLOODPLAIN AREAS

ECONOMIC EVALUATION

The following pages look at potential costs and respective benefits associated with each of the three alternative land uses proposed for the study site in the Edgemont neighborhood in East St. Louis. The three alternative land uses are: urban public housing, athletic park/facility, and flood control area. In addition to itemizing costs and benefits for each of the land uses, the costs and benefits are weighed against each other to determine which of the three options is the most economically viable for the proposed study site.
