Evaluation Areas

This document examines many areas of the proposed light rail line in East St. Louis. First, an economic evaluation of the proposed rail line is conducted. Next, a visual quality evaluation and a cultural resources inventory are performed. Finally, an ecological resources evaluation is included.

The economic evaluation contains a cost benefit analysis. This evaluation considers all costs that will be associated with the refurbishing, contructing, and maintaining the light rail system, as well as the accounting entities that are involved.

The visual quality evaluation examines different criteria for evaluating neighborhoods. Rating systems are constructed using some commonalities of most neighborhoods in an urban setting.

The cultural resources inventory involves analysis of the impacts of the proposed rail line on the historical and cultural aspects of East St. Louis.

The ecological resources evaluation discusses the benefits and drawbacks of the light rail system in realtion to open space, vegetation, and animal life.
