The resource change being proposed is not without risk. A better use for the land could simply be a rehabilitation of the existing industrial structure. We feel, however, that it is in the long term best interest of the community at large to institute the commercial greenway. Industrial positions would certainly be of short-term assistance to the community. This would be temporal. eventually the industry, as in the past, will move where it can operate at a lower cost. We feel small entrepenial enterprises are highly sustainable and are essential foundational elements to a revitalized socio-economic environment. This is especially the case considering the zoning we have proposed that will keep all activity local to East Saint Louis residents.
