After looking at all aspects of our project, we have come to the conclusiton that it would be a highly benefical project for Emerson Park and East St. Louis. The economic analysis shows that the benefits outweigh the costs for this project. This is mainly due to the substanial increase in the property value for houses in Emerson Park. A visual quality assesment survey has shown us that well maintained houses with plenty of vegetation and litter-free parks are generally found to be the most appealing sites. Sidewalks without cracks and neighborhoods with continuity in landuse also appealed to survey-takers. Litter-strewn vacant lots and dilapidated houses were found to be the least pleasing sites. We plan to make changes in Emerson Park that would make the houses more like those that ranked highly. We also plan to add well maintained parks where abandoned lots and dilapidated houses once were. According to the preferences found by our survey, the changes we will be making to Emerson Park will drastically increase the visual quality of this neighborhood. By adding parks, we are giving homes to many different types of wildlife. Once we have made the changes in Emerson Park, cultural and historical sites will more easily be admired and appriciated. Old churches will become much more appealing once they are no longer situated next to dilapidated houses. All aspects of our project show positive changes that would occur due to our project. By pursuing our project, residents of East St. Louis will realize an increase in quality of life. They will gain affordable, visually pleasing housing that is surrounded by parks. Wildlife will also increase in number and diversity in our 'new' Emerson Park. Considering all factors obviously leads to the conclusion that our proposed project of housing renovation for public housing and the creation of new parks in Emerson Park is a project that should be completed.
