Linking Waterfront and City:

A Master Plan for Riverfront Development

Joel G. Jones

With the decline of local industries, East St. Louis has been left with large tracts of valuable waterfront land. But for a few reminders of its vibrant, industrial past, the land sits empty. Recently, attractions such as the Casino Queen have began appearing and more features are planned.

This plan links the waterfront to the central business district to benefit the social, cultural and economic life of the city. It is based on principles drawn from land reclamation projects in the United States and an earlier proposal for linking the East St. Louis Waterfront and Central Business District.
