MS. CEOLA DAVIS AND EMERSON PARK DEVELOPMENT CORPORATION RECEIVE REGIONAL AWARDS

the East-West Gateway Coordinating Council's recognition of our long-time 
partners - Ceola Davis and the Emerson Park Development Corporation (EPDC).

NTAC PROVIDES TECHNICAL ASSISTANCE TO WASHINGTON PARK NON-PROFIT ORGANIZATIONS 
AND LOCAL BUSINESSES

Since January of 1999, the Neighborhood Technical Assistance Center has been
working with several grass-root, citizen based organizations in the Village
of Washington Park.  This is a fairly new partnership for the NTAC.  One of
these organizations is Citizens for a Decent Community.  In the past three
years CFDC has effectively addressed the social and economic needs of the
community.  CFDC recently asked the NTAC to assist them in creating a
training manual and organizing a meeting for local business owners who have
stayed in Washington Park through its decline.

On November 15th, representatives from local businesses joined together at
Mt. Calvery Church to learn more about Tax Increment Financing, Small
Business Administration loan programs, Enterprise Community tax incentives
and the benefits of forming a Merchant Association.  The meeting also
included presentations by St. Louis Univeristy students on Zoning Laws,
Vickie Forby of Emerson Park on the value of partnerships and Norman Ross of
the Chamber of Commerce.  It is anticipated that there will be future
meetings of this group as economic development takes off in Washington Park!

 - Survey of the historic buildings in Olivette Park
 - Measuring the Incubator Building for Remodeling
 - NTAC Face Lift

FAITH BASED ORGANIZING INITIATIVE - CHURCHES BUILDING THEIR COMMUNITY

In January of 1999, the Neighborhood Technical Assistance Center was asked 
by the Enterprise Community to assist faith based organizations with their 
community development plans. This represents an expansion of the NTAC's services 
beyond neighborhood associations and local non-profit organizations. The NTAC is
excited about this new initiative and very pleased that we are now able to respond 
to the requests for technical assistance from church-based organizations that are 
just beginning to venture into community development. This article provides a brief 
history of the African American church's role in community development and then 
describes this exciting local initiative that is open to all church-based organizations 
in Alorton, Brooklyn, Centreville, East St. Louis and Washington Park.

NTAC TO OFFER TRAINING

The Neighborhood Technical Assistance Center will offer a mid-December
training session on Board Development and Non-Profit Management.

Whether you are a new organization or a seasoned professional group, this
training can assist you in building the capacity of your Board and managing
the business of your organization more effectively.

The exact date has not been set.  Please contact the NTAC at 618-271-9605 for
more information and keep an eye out for a formal invitation in the mail.

NEWS FROM ESLARP'S EASTERN FRONT

Ken and Kathy Reardon are spending our sabbatical year in Ithaca, New York 
where Ken is working on a book-length manuscript on ESLARP's empowerment 
planning efforts in East St. Louis. Also included is a short update on their 
activities year-to-date.

ESL-Citytalk Email Community Forum

ESL-CITYTALK is email-based discussion forum. This forum is open to any resident,
agency, or entity involved in community development activity in East St. Louis. It was
created to promote collaboration between the many different entities that are
engaging in community development intiatives in East St. Louis. JOIN NOW!!
