Introduction

This report documents the final activities of Ms. Patricia Nolan, Community Planner. Ms. Nolan’s last official day as an NTAC employee was December 31, 1998. During the month of December, Ms. Nolan worked on the following projects: NTAC News Letter (December Issue), accounting for Olivette Park Neighborhood Association, AIM Action Park, and East St. Louis Planning Commission report.

 

December was a relatively slow month due to the holiday season. The NTAC started preparing for the upcoming 1999 Alta Sita Neighborhood Improvement Initiative. Craig A. Miller, Sr. continued to provided architectural services (primarily construction administration) and expand technical assistance to Washington Park. It must be noted that the current NTAC planners on staff (Damon Smith and Patricia Nolan) met with the East St. Louis Planning Commission for the last time. These NTAC planners as well as Stevie Cox (CDBG) were responsible for training and providing technical assistance to the East St. Louis Planning Commission over a period of one year.

Adventures in Motivation (AIM)

Craig A. Miller, Sr. and Patricia Nolan met with AIM staff members to modify the schematic design for the Action Park, discuss possible funding sources for this project, and survey the proposed site in order to help the client visualize additional design possibilities.

 

Alta Sita Neighbors, Inc. (ANSI)

The NTAC attended Alta Sita Neighbors, Inc. monthly meeting on December 8, 1998 in order to discuss the 1999 Alta Sita Neighborhood Improvement Initiative and other projects.

 

Citizens for the Future

The NTAC provided computer access to the Director of Citizens for the Future, David Wilson. Mr. Wilson created budgets for the organization and used Internet access to research potential funders.

 

Carver Community Center

Craig A. Miller, Sr. provided pre-construction administration duties for the Carver Community Center roof replacement project.

 

Emerson Park Development Corporation (EPDC)

NTAC staff attended EPDC’s monthly meeting on December 8, 1998. Craig A. Miller, Sr. provided pre-construction administration duties for a single family dwelling that he designed. The construction of this dwelling will begin in March of 1999.

 

East St. Louis Planning Commission

NTAC staff attended the East St. Louis Planning Commission meeting and coordinated this meeting. NTAC staff (Damon Smith) gave a presentation on the State Street Shopping Center Development.

Katherine Dunham Centers for Arts and Humanities

Craig A. Miller, Sr. eprovided pre-construction administration services for the phase two development of the Artisanal Village project.

 

Olivette Park Neighborhood Association (OPNA)

Patricia Nolan provided accounting and bookkeeping services for OPNA.

 

Operation New Vision ( ONV is a Washington Park Neighborhood Organization)

The NTAC staff attended New Vision’s monthly meeting.

 

Winstanley/Industry Park Neighborhood Organization (WIPNO)

Craig A. Miller, Sr. assisted WIPNO hire a real-estate company, Mary Lybarger Real- Estate, to appraise the 1240/1242 Gaty Avenue Building. Craig also met with WIPNO and a representative from Comprehensive Mental Health regarding the renovation of WIPNO’s Parsonage Building (1235 Gaty Avenue). Comprehensive Mental Health is interested in leasing this building, but interior/exterior modifications to the building are required.
