Introduction
On April 8th, 2000, the Neighborhood Technical Assistance
Center hosted a training session
entitled "The Business of Your Organization" from 1:00 p.m. to
4:30 p.m. at the East St. Louis Community College Center. This was the highest attended training
session ever held by NTAC. Eighty-three
individuals representing 31 organizations attended the training. The following
topics were covered during the training:

Parliamentary procedures
§
How to have effective
meetings
§
Following the organization’s
by-laws
§
Agendas, minutes and record
keeping
§
Basic bookkeeping
All non-profit organizations,
faith-based groups, neighborhood associations and interested residents from
East St. Louis, Alorton, Centreville, Brooklyn and Washington Park were invited
to participate. The training was
advertised in the East St. Louis Monitor, the Belleville News Democrat, and the
St. Louis American. All non-profit
organizations in the EC received a flyer and a reminder postcard regarding the
session. All participants received a
training manual. The related
documentation is attached and a copy of the manual is available upon request.
The training was conducted by
Cathy Klump and LaTonya Webb of NTAC and Dr. Lillian Parks, Vice-President of
the East St. Louis Community Action Network.
All participants completed a brief quiz at the end of the session to
test their knowledge and 30 participants returned evaluation forms. The results of the evaluation are summarized
in the following table and the evaluation instrument is attached to this
report.

On April 14 and 15, the University
of Illinois hosted the second Work Weekend of the semester. Approximately 30 students from the
University of Illinois worked with five community-based organizations on
community improvement projects. These
projects included:

Alta Sita Neighbors – Design
charrette for proposed senior housing development to be located at 22nd
and Market.
§
Bride of Christ Community
Outreach Mission – Landscape church grounds, carpentry work in sanctuary and
lighting improvements in fellowship hall.
§
Emerson Park Development
Corporation – Installation of computer software on 16 machines in YouthBuild
learning lab.
§
YouthBuild – Painting and
general fix-up in YouthBuild training facility.
§
Golden Garden, Inc. – Flyer
and survey neighborhood to promote membership in neighborhood association.
The NTAC attended two conferences
in April with a few of our community partners - the HUD Fair Housing Neighborhood Summit and the HUD Interfaith Partnership Meeting, both in St. Louis.
The Neighborhood Technical Assistance Center provided technical assistance to the following organizations during April, 2000.
Aldersgate Church
The NTAC is working with
Aldersgate Church (a pending 501c3 faith-based organization) on the final
paperwork for their 501c3 application.
Alta Sita Community Development
Corporation
NTAC is working with ASDC on a
$30,000 URP grant to revitalize Virginia Park.
The project includes the removal of dead and dangerous trees, the
planting of new vegetation and the rehab of playground equipment and other
amenities.
Alta Sita Neighbors, Inc.
The NTAC attended the monthly
meeting of ASNI in April.
At the request of ASNI, the
University of Illinois’s School of Architecture has devoted an architecture
studio to working with residents on possible designs for elderly housing. The proposed housing is mix of assisted and
independent living located at 22nd and Market. The designs have been reviewed and changed
twice so far by members of ASNI.
The final "resident
review" session was held on April 14th, 2000 at Bride of Christ
Community Outreach Mission. At this
meeting, approximately 15 residents of Alta Sita met with University students
to review possible designs for senior housing in the neighborhood. The designs reflected the suggestions
offered by residents during meetings in February and March.
Barnabas Group
NTAC conducted final revisions to
the Barnabas Group’s 501c3 application.
Bride of Christ Community Outreach
Center
NTAC worked with BOCCOM on the
installation of a new church sign and the landscaping of the church
grounds. NTAC also loaded software and
made system repairs to computers donated to Alta Sita Neighbors by the Enterprise
Community. These computers will be used
by neighborhood youth after school at the church.
Carver Community Center - CDBG
Grant
NTAC conducted final
administration on the Carver Center’s HVAC project. The project was officially completed on March 31, 2000.
NTAC also advised the Carver
Center board on possible training options that might assist in strengthening
the role of board members.
Census 2000
NTAC and ESL CAN distributed an
informational flyer and distributed stacks of these flyers to every
neighborhood association in the Enterprise Community during March, April and
May, 2000.
City of East St. Louis – City
Council
The NTAC attended the City Council committee meetings during
the month of April as part of our ongoing effort to disseminate city
information to our neighborhood partners via the associations’ regular
meetings.
City of East St. Louis – Planning
Commission
NTAC planned and facilitated the
April 19th meeting of the East St. Louis Planning Commission.
City of East St. Louis - Police
Department
The NTAC has partnered with the
East St. Louis Police Department, the Regional Institute for Community
Policing, the Neighborhood Law Office and New Spirit to coordinate an 8-week
Citizen Police Academy. The Academy will
be help May 8 through July 10. NTAC is
doing all of the recruitment and outreach and the police will schedule the
speakers.
Dunham Centers for Arts and
Humanities
NTAC began programming for a new
Katherine Dunham Performing Arts Academy.
East St. Louis Community Action
Network
In order
to document the severe flooding problem caused by inadequate sewers and run-off
from the bluffs, NTAC conducted data collection and developed a spatial
database of flood hazards. The NTAC
worked with ESL CAN to finish maps showing all flooding problems in East St.
Louis. The data was collected during
February and March from local residents. A copy of this map is available upon
request.
The NTAC
attended the April monthly meeting of ESL CAN.
Emerson Park
Development Corporation
NTAC
provided software and hardware assistance to EPDC during the April University
of Illinois Work Weekend. NTAC also
recruited volunteers for rehab work within the YouthBuild training center.
The NTAC
attended the April monthly meeting of EPDC.
Fairlawn Neighborhood Association
– Citizens for Community Concerns (CCC)
The NTAC helped facilitate the April meeting of the CCC Action Panel that was set up to address the most pressing issues facing the Fairlawn neighborhood. The NTAC helped prepare meeting materials, conducted data collection on businesses in the Fairlawn neighborhood and prepared maps of the neighborhood.
Faith-based Family Housing Program
NTAC made revisions to a house designed by NTAC’s Craig Miller. The Faith-Based Family Housing Program will construct the house in June at 8th and Summit Avenue.
Financial Advisory Authority
NTAC attended the April meeting of the FAA on April 29, 2000.
Golden Garden, Inc. – Centreville
NTAC and GGI collaborated on a
Work Weekend project with University of Illinois students on April 15th. Residents and students conducted a
door-to-door survey and petition.
Greater St. Louis Empowerment Zone
The NTAC continued to serve as a “Community Information
Center” for the Empowerment Zone.
Residents can visit the NTAC and pick up information on the Empowerment
Zone. No new information was added to
the collection in April.
Homeless Action Council
The NTAC attended the April meeting of
the Homeless Action Council and offered technical assistance to providers of
homelessness services.
Khoury League
NTAC assisted the Khoury League apply
for a summer public service CDBG grant.
Lansdowne Neighborhood
Steering Committee
The NTAC attended and helped
prepare for the April meeting of the LNSC.
The NTAC is working with this new organization on their Articles of
Incorporation, recruitment, outreach and agenda setting. The NTAC also prepared a survey for
residents of Lansdowne to encourage more residents to get involved in their
neighborhood association.
Metropolitan Communication Association
- Centreville
NTAC is working with MECCA on
their board development, 501c3 application and program description.
Mt. Calvary Church of God in
Christ – Washington Park
NTAC is working with Mount Calvary
on their 501c3 application, budgeting and program description.
New Beginnings Outreach Ministries
- Centreville
The NTAC is working with New
Beginnings (a pending 501c3 faith-based organization) on the final review of
their 501c3 application.
Olivette Park Neighborhood
Association
The NTAC attended the April
monthly meeting of OPNA.
Reaching Generations, Inc.
NTAC completed final revisions to
Reaching Generations’ 501c3 application.
This organization is the faith-based community outreach effort of Haynes
Miracle Temple.
Southern Mission Enrichment
Foundation, Inc.
NTAC conducted research on Charter
Schools at the request of SMEF, Inc. – a faith based partner.
South End New Development
Organization
The NTAC attended SENDO's April monthly meeting. NTAC and SENDO also finished working on a pre-proposal for an URP 2000 grant to revitalize Lincoln Park. If awarded, SENDO will receive $20,000 to spruce up the park. SENDO is matching the $20,000 request with $20,000 in in-kind services.
Starship Connection - Washington
Park
The Starship Connection is a new
contact for the NTAC. Their mission is
to promote positive change by motivating children and adults toward positive
goals that emphasize education. Several days during April, the Starship
utilized the public access computer site and received computer assistance.
Urban Resources Partnership
NTAC participated in the ranking
of year 2000 URP pre-proposals on April 26th and will provide
technical assistance to all URP recipients over the coming 18 months.
Workforce Partners
NTAC participated in a meeting of
St. Louis region employment developers on April 20th.
