Introduction
In May, NTAC partnered with the
East St. Louis Police Department, New Spirit, Neighborhood Law Office and the
Regional Institute for Community Policing to implement an eight-week Citizen Police Academy. NTAC conducted all outreach and recruitment
and coordinated the eight-week training session. Over fifty residents joined the Academy and will meet every month
until Graduation on July 10th.

NTAC also worked extensively in
May on preparing the June/July edition
of NTAC News.
The Neighborhood Technical Assistance Center provided technical assistance to the following organizations during May, 2000.
Alta Sita Community Development
Corporation
NTAC is working with ASDC on a
$30,000 URP grant to revitalize Virginia Park.
The project includes the removal of dead and dangerous trees, the
planting of new vegetation and the rehab of playground equipment and other
amenities.
Alta Sita Neighbors, Inc.
The NTAC attended the monthly
meeting of ASNI in May and assisted with the administration of ASNI’s URP
grant.
Bleasie’s Shelter
NTAC met with Bleasie’s Shelter to
explain the process of 501c3 application.
Bride of Christ Community Outreach
Center
NTAC continued working with BOCCOM on the installation of a new church sign and the landscaping of the church grounds.
Carver Community Center
NTAC assisted the Carver Center in finding the source of water leaking into the Center and notified CDBG of the problem.
NTAC also worked with Carver on
their financial information, past and projected, for use in the organization’s
501c3 application.
Census 2000
NTAC and ESL CAN distributed an
informational flyer and distributed stacks of these flyers to every
neighborhood association in the Enterprise Community during March, April and
May, 2000.
City of East St. Louis – City
Council
The NTAC attended the City Council
committee meetings during the month of May as part of our ongoing effort to
disseminate city information to our neighborhood partners via the associations’
regular meetings.
City of East St. Louis – City
Manager’s Office
NTAC prepared neighborhood maps
and city maps showing TIF districts and census tracts for the City Manager’s
office.
City of East St. Louis – Planning
Commission
NTAC planned and facilitated the
May 17th meeting of the East St. Louis Planning Commission.
City of East St. Louis - Police
Department
The NTAC has partnered with the
East St. Louis Police Department, the Regional Institute for Community
Policing, the Neighborhood Law Office and New Spirit to coordinate an 8-week
Citizen Police Academy. The Academy
began May 8 and will conclude with graduation on July 10. NTAC is doing all coordination.
Community Child Care Center
NTAC met with Community Child Care
to discuss future collaboration on a new playscape and to discuss fundraising
options. On May 24th, NTAC
facilitated a design charrette with staff of Community Child Care Center and
parents to plan for the new playscape funded by URP and the Department of Human
Services.
Dunham Centers for Arts and
Humanities
NTAC worked with the Dunham Centers to plan for the summer Intensive Dance Workshop by preparing public service announcement and recruitment materials. We also created an implementation plan for the Dunham’s URP project for enhancement of the Artisinal Village.
NTAC continued programming for a
new Katherine Dunham Performing Arts Academy.
Eagles Nest of St. Clair County
NTAC conducted a structural
assessment of a building that Eagles Nest was planning to purchase from
Citizens of the Future. The building
was determined to be too costly for rehab and thus, Eagles Nest did not
purchase the structure.
East St. Louis Community Action
Network
The NTAC attended the May monthly meeting of ESL CAN.
Emerson Park
Development Corporation
NTAC worked with EPDC on their 2001 YouthBuild proposal for $700,000 in HUD funds. NTAC also began teaching an Introduction to Construction Management for YouthBuild students every Thursday for the next 16 weeks. YouthBuild students who complete the course will receive three hours of college credit from Southwestern Illinois College.
NTAC
attended the May monthly meeting of EPDC.
Fairlawn Neighborhood Association
– Citizens for Community Concerns (CCC)
The NTAC helped facilitate the
May meeting of the CCC Action Panel that was set up to address the most
pressing issues facing the Fairlawn neighborhood.
Faith-based Family Housing Program
NTAC conducted site reviews and
field reporting on the house at 8th and Summit being built by the
Faith-Based Family Housing Program and designed by Craig Miller of NTAC.
Friendship Missionary Baptist
Church
NTAC met with Friendship to
introduce them to our Faith Based Organizing Initiative.
Golden Garden, Inc. – Centreville
NTAC and GGI attended the Illinois
Historic Preservation Conference in Springfield.
Greater St. Louis Empowerment Zone
The NTAC continued to serve as a “Community Information
Center” for the Empowerment Zone.
Residents can visit the NTAC and pick up information on the Empowerment
Zone. No new information was added to
the collection in May.
Homeless Action Council
The NTAC attended the May meeting of the
Homeless Action Council and offered technical assistance to providers of
homelessness services.
Lansdowne Neighborhood
Steering Committee
The NTAC attended and helped
prepare for the May meeting of the LNSC.
The NTAC is working with this new organization on their Articles of
Incorporation, recruitment, outreach and agenda setting.
Lessie Bates Davis Neighborhood
House
NTAC participated in Lessie Bates’
Open House to introduce residents of Emerson Park to the NTAC.
Metropolitan Communication
Association - Centreville
NTAC completed work with MECCA on
their 501c3 application.
Mt. Calvary Church of God in
Christ – Washington Park
NTAC continued working with Mount
Calvary on their 501c3 application, budgeting and program description.
Neighbors United for Progress -
Centreville
NTAC assisted Neighbors with the
administration of their URP grant.
Neighbors completed a landscaped lot at 43rd in Market with
the assistance of NTAC.
New Spirit Neighborhood Organizing
Office
NTAC assisted New Spirit in
preparing a proposal to the Community Fund.
Olivette Park Neighborhood
Association
The NTAC attended the May monthly
meeting of OPNA and accompanied OPNA to the Illinois Historic Preservation
Conference on May 6.
Southern Mission Enrichment
Foundation, Inc.
NTAC continued data collection on
Charter Schools at the request of SMEF, Inc. – a faith based partner.
South End New Development
Organization
The NTAC attended SENDO's May
monthly meeting.
Starship Connection - Washington
Park
NTAC assisted Starship Connection
with development of organization by-laws.
Workforce Partners
NTAC participated in a meeting of
St. Louis region employment developers on May 3rd.
Youth 2000 - Alorton
NTAC met with a new community
partner – Youth 2000 of Alorton – to introduce the group to the services of
NTAC.
